Taiwan heavily relies on the timber imports due to low supply of local wood, which is a hidden pain for forest or wood related industry firms; Plus the increasing restrictions of log export and rainforest protection from many countries, wood self-sufficiency becomes an urgent issue. Without proper strategies, there will be insufficient timber in Taiwan, affecting the development of wood industry.
At “Wing 2017 Strategic Forum”, organized by Taichung City Government, Keng-Lung Hsu, the chairman of Taiwan Timber Industries Association, declared: “It’s the time to change the policy of national properties management.” Many of the supervisors from official forest organizations also responded that “2017 will be the first year of the revival of forest industry, plantation will return to Taiwan.”
In response to the trend of international timber utilization, there shouldn’t have only divine trees in Taiwan.At the forum, Hsu challenged the policy of Taiwan national property utilization: “Rare members in our association use native timber. One reason is the problem of auction system. Often auction can’t be used effectively in the right time.”. “Pin and cunninghamia lanceolata are popular in Taiwan industry. However, firms gain no profit from local wood. Import is their only way to survive.”
Hsu believed that Taiwan could use Japan’s policy as a reference. Since five years ago, Japan started a new policy for tree plantation and the use of national property. Today, Taiwan has increasing timber import from Japan. On the other hand, supported by European Union, East Europe export timber to Asia nowadays.
“We need to change Taiwan’s forest policy. China grabs timber in global market, which deserve us awareness. And currently Taiwan focus more on coniferous plantation forest; Maybe we could plant more broad-leaf forest instead.”
Miao-Xiu Huang, the director of Chiayi Forest District Office, indicates that Taiwan’s forest management policies has lost for almost 50 years. He said, often foreigners might ask him: “Why Taiwan government doesn’t permit on deforestation, but instead allowing so much timber import? ”
With the change of domestic economic requirements, relevant units have been actively investigate the types, quantity and distribution area of forest, expecting domestic production materials to participate in the economic development. Huang said that forest development and ecological protection in many countries are facing conflicts, for instance, Alaska had experienced 30 years repeated discussion before finding the balance. Huang pointed out that 2017 will become Taiwan's "first year of forestry revival", let domestic plantation returning to Taiwan market.

Taiwan can also prepare state-owned forest plan in small and stable basis. "At the end of October 2017, the Forest Bureau will participate in building materials exhibitions, starting to shape the image of native timber, declaring the use of local natural resource.
